to fix this problem, all you have to do is this:

NOTE: this applies to windows 7 only, for windows vista or windows xp, what you can do is do a search in your computer the the following file:

Adobe Photoshop CS Prefs.psp

or you can visit this page which gives you more details:
Photoshop Hangs Stucks Stops - Reading Text Global Resources...Done


ok, if you have windows 7 go photoshop settings folder at:

C:\Users\ANYUSER\AppData\Roaming\Adobe\Photoshop\8.0\Adobe Photoshop CS Settings

NOTE: ANYUSER is whatever your user is for your computer

there you will find a file called: Adobe Photoshop CS Prefs.psp

rename it to Adobe Photoshop CS Prefs-old.psp

now restart your photoshop again, it should work now

It just happend to me an this is how I fixed it.
First rename the adobe photoshop prefs.psp file as already stated, then delete 'new doc sizes.psp' in the same folder

And your done.

Important note: Application Data is an invisible folder, you need to make it visible in Win Explorer (I found that out the hard way)

after get this folder
c:\documents and settings\user\application data\adobe\photoshop\8.0 me\adobe photoshop cs settings


delete this file

new dose sizes


and after it will work correctly

i had to rename all the files in the folder (just put a zero before all the filenames) for this to work, but it did work! after restarting, photoshop rebuild all the files and she runs without a hitch now.

i found it got further with this step but for me... all i needed to delete was the new doc sizes.psp (it's happened a few times now and all i do is remove this file - letting ps to replace it)... thanks for the tip!
