this is the solution on how I fixed this error in the Herd Application

The HerdHelpter Is Installed, but cannot be reached. Please Try Changing The Port - This requires admin access. If the error persists, please take a look at the troubleshooting docs.

To solve this, I opened the Powershell terminal as admin and send this command:

& "$env:USERPROFILE\.config\herd\bin\HerdHelper.exe"
