this is what you do:

go to the run window and enter: mmc

then click ok

in the console root, go to File - Add/Remove Snap-in...

click on the Add button

select Security Configuration and Analysis from the list
sec-conf-snapin

click add then click close (the window will close)

on the Add/Remove Snap-in window, click OK

now you should see a Security Configuration and Analysis in the list.

if you have not added a database, follow the instructions.

once you have completed the instructions, you should see the Security Configuration and Analysis snap-in:
security-configuration-analysis

Instructions for adding a database:
Security Configuration and Analysis

To Open an Existing Database
Right-click the Security Configuration and Analysis scope item
Click Open Database
Select a database, and then click Open

To Create a New Database
Right-click the Security Configuration and Analysis scope item
Click Open Database
Type a new database name, and then click Open
Select a security template to import, and then click Open
