you need to remove the # before LoadModule rewrite_module modules/mod_rewrite.so to make it look like this

#LoadModule proxy_http_module modules/mod_proxy_http.so
#LoadModule proxy_ftp_module modules/mod_proxy_ftp.so
#LoadModule negotiation_module modules/mod_negotiation.so
LoadModule rewrite_module modules/mod_rewrite.so

this is what it says:

#LoadModule proxy_ftp_module modules/mod_proxy_ftp.so

open the httpd.conf file and look for this line:

loadmodule rewrite_module modules/mod_rewrite.so

tell me how its in your file?
