why do i keep getting this error when i run a shell command in linux?

cp: cannot create symbolic link /home/path/ Operation not permitted

Be sure the format of your directiry is ext3

i think its because the symbolic link is pointing to a directory that doesn't exist in your system or you dont have permissions.
