The Recovery Console is not installed on windows by default. To install it, follow these steps:
steps:
1. Insert the Windows CD in the system.
2. Once you are in the command prompt, change to the directory of the CD.
3. Type winnt32 /cmdcons.
4. you will see that a prompt appears, alerting you to the fact that 7MB of hard drive space is required
and asking if you want to continue. Click Yes

if you want to remove the recovery console (to prevent users from playing around, for
example), you can do so by deleting the cmldr file and the cmdcons folder, and removing the boot.ini entry from the file
