How To Enable Telnet Access In A Server by Hostman
you can use this command in linux to enable or allow Telnet access to a user:

# vi /etc/xinetd.d/telnet

linux is configured to run the Telnet and FTP servers, except, by default Telnet and FTP are not enabled. to enable them, you have to login tot her server as root and edit the /etc/xinetd.d/telnet file
